There may be zero fraud, yet the lack of meaningful preventative measures will effectively create it. So, even when you don't suspect fraud it is essential that you guard against it and use reasonable measure, otherwise, you'll eventually become a target. Just like our system of elections appears to have now become a target for the Russians. That threat was created by Mrs. Clinton's incompetence. The Russians saw that opening and said, hell yes, we're not going to pass THAT up! It would be a simple thing to have a national voter ID card that you're required to scan to vote. Problem solved.
