That doesn't make sense.

A person can be a multi-billionaire.

But if that person did not have any income, then not only would their tax burden be zero,
but the way the tax code is set up, they could perhaps get money from the IRS.

In the tax form you are stating your income and if itemizing, your deductions.

No where do you state your assets - or am I too poor to know that there is something along those lines?
