As long as it's not overly onerous and discriminatory...for instance, in NC, they allowed certain types of ID and not others...the distinction clearly aimed at increasing the odds that potential voters of a particular political party might not have that type...

Quite simply, making voting a little harder for people results in lower participation...if the actions making it harder are skewed, then they become discriminatory...that's what NC and other states did. Where elections are determined by small margins, a minor change can make the difference between winning and losing.
