Yep. As long as they don't clearly announce "we are doing X because we want to target minorities" they are in the clear. Apparently it is ok to say they are using the power of the state to target Democratic voters, though.

I suppose the next step is to tattoo your party registration on your forearm. Or maybe have registered Democrats wear a tasteful emblem pinned to their clothing.
