Because they can and get away from it because they convince voters its the other guy that's paying. Meanwhile the Clintonesque elite skate by using foundations.
wall street and hedge fund managers are somehow protected.

No one gets a defined amount of money. Or at least yet. The reality is that the more money you have the longer you are likely to live. So those with higher incomes are more likely to collect more. Those with very low incomes a) collect less per year and b) collect for fewer years on average. So in some sense, they subsidize those with higher incomes.

Granted, you might think it is fair, but...
