One possible solution would be to lower the Medicare eligibility age to 55. Minimally make it optional for 55-65 year old people. That would create a different place for people with pre-existing conditions to go, and presumably bring down costs and premiums for those people who are left in the ACA.

Medicare does a much better job of reining in costs than insurance companies, although docs hate the paperwork. They have to figure out how to streamline that to make it more palatable.
