I figured it out a long time ago. Hillary wanted to run and the DNC leadership back her. That was why DWS was chosen to head the party. The president has a big say in who heads the DNC, the fact that DWS was chosen was an obvious bone to throw Hillary. No Democrat was willing to run opposed to her, it took an outsider like Bernie to do it. Ok fine. Yes Webb gave a run. No one expected him to go far. And he didn't.

This is how the parties operate. Loyalty to the party is always a strong point when running for the nomination. It was an issue with Gary Hart when he ran. If he hadn't of torpedoed himself, it would have eventually become a bigger issue. As it was, he was being pressured to withdraw because "it wasn't his time".

The Republican party operates in much of the same way. There was initial pressure on Trump because of that. Heck, part of the whole #DumpTrump brigade was driven by it. He just over-powered the roadblocks they threw up.
