Ok, what would you call it when the dynamic scoring is so wildly wrong that the states wind up facing significant shortfalls? Every time it has been used? And, if they had used more conventional measures, they wouldn't have been in such dire straits?

Dynamic scoring is supposed to give more accurate results. In practice, at least so far, it doesn't. Surrounding states with similar demographics and more sane policies are doing a lot better, both economically and in income projections. So you can't realistically blame Obama.

So why, then?
