You believe a lot of things that have no basis in reality.

It is, or at least was, a common practice in publishing, especially in NYC. Given the pressure on profits over the past few decades, I suppose it is almost understandable. But it also is/was common at Wall Street firms, which have no "I can sort of understand why" rationale. Probably any other industry where you just can't break in unless you have made some contacts while doing grunt work. It also means it presents a barrier to anyone who doesn't have the means to live in NYC without income for the required period of time. Even $10 an hour means you can eat while renting someone's couch or something. Not anywhere ideal, but it does open the opportunities to people with lesser means.
