That's EXACTLY what it is. It's the U.S. and whatever the rest contribute. The Baltic States aren't going to come up with big bucks. You can't just let them think that they aren't part of the alliance though. If you do that then they'll just surrender and the front lines will just move MUCH closer to the rest of Europe. This isn't just some real estate deal where all the parties go to court and just money changes hands though. This could be WWIII where America gets wiped out and Billions could DIE. Trump shooting his mouth off DOESN'T help on ANY of these things.
