From my personal experience you really have to look at the people who are needed in those jobs. I once had a client which was an upscale Japanese restaurant and they would not have considered using a Hibachi chef who wasn't brought here from Japan. He spent a lot of money to bring them in (about 100K) but it was worth it because it was what people expected.

I think it is hard to question the motives without actually knowing what happened.

As to the other point, when you hire a subcontractor and they use illegal labor without your knowledge there really isn't much you can do about it. If the subcontractor relationship is genuine, as the contractor you would not normally have any responsibility for it.
