They are a charity, dimwit. As has been pointed out repeatedly. So it is more than 80% they spend, not 11%, 12% or 13%, which is what they pass through to other charities.

So they manage their own programs. Like many other charities.

If you cannot find my post with my link, that sounds like a personal problem.

There is no evidence that the foundation charges people for appointments with the Secretary of State. The facts suggests that it just doesn't happen. There probably were people who thought it might, but the facts suggest that didn't happen.
