This should surprise no one. Reagan believed the wingnut propaganda that government should be run like a company. So he appointed a lot of CEOs to head departments. Turns out, there are a lot of differences. For example, if you are CEO and are writing a book. Don't want to type it up? Just assign a random employee to do the typing. Who knew that was a crime when running a government department?

It seems there is a lot of that. Not to mention that a CEO can do a lot of things, legal or not, and no one cares as long as he meets his numbers in a business. Hitting your numbers doesn't matter much in government, break the rules and the bureaucracy will bring you down, Despite how well you manage your budget.
