Because the oceans of the world are far, far away from being saturated with CO2.

The surface is warmer but just a few hundred or thousand feet lower it's much cooler.

And it gets colder the deeper you go.

(think mass of the oceans and then the atmosphere)

Seawater is what, roughly 800 times denser than the atmosphere at sea level?
