The thing is, the make-up of the indigenous African populations was very much based on their historical tribal cultures, life styles and self rule via their chiefs and headmen. Those are aspects that are very foreign to the West, especially in internationally influential countries such as the USA. Very few Americans have any understanding of what tribes are all about, except maybe those Americans that have actually lived within its proximity. Although you had true African blacks from the days of slavery, you had no exposure to what their tribal origins or customs were. In those days they were just walking conveniences. If an American came to South Africa he would see any black as being much the same as any other black. He would have no comprehension as to how different a Zulu is from a Xhosa or a Tswana is from a Ciskien. You could never have a group of Zulus living within the same close environment as Xhosas. They would be at each other's throats in no time. And needless to say, it is a great leap for the indigenous Africans to move, effectively, from a Tribal culture, where they had been ruled by their autocratic chiefs, to a Western style Democratic system of political franchise. That's one of the main reasons why the move from Colonialism to African "freedom", and the system of voting and self government, virtually overnight, has usually been such a disaster throughout Africa. When a newly free African state heads for the polling booths for the first time and is confronted with a Voting page that may have a dozen or so individuals on it, he/she will immediately target that person of their own tribe and most certainly their own racial group. How do you think the likes of Robert Mugabe beat Joshua Nkomo in the final major elections in Zimbabwe ? Mugabe comes from a much larger tribe than did Nkomo, so it was a forgone conclusion. And Mugabe is still there today, despite how many "elections(?)" have been held in that country. The secret is really based on a proper and adequate education system. And that is where Nelson Mandela let down his own people by not putting sufficient financial and human resources in place to give as many of the Africans access to good education as from 1994. Contrary to the good advice he got from people who knew far more about the subject than he did, he appointed some idiot buddy of his as the first Minister of Education. They lost hundreds of highly qualified white teachers due to the "packages" they offered them in their haste to appoint as many of their black brethren into government departments. One of the reasons, IMO, as to why they have been loading government departments with Africans is because they are able to do that as a government, and it gives them a virtually guaranteed voting base come election time. Because they put the fear of god into their own people near elections saying that if they vote for any party that has too many whites in it, then things will go back to the bad old days of apartheid and they would then very likely lose their cosy government employment. But good education is the key for many reasons. I have seen young African children flourish when they are given the opportunity. And I have seen many become highly qualified as well. I have worked with many African engineers who graduated in this country who could compete with the best of them. I have seen adopted black children brought up in white households who have grown up to be fine young men and woman. So, personally, I am usually sceptical when it comes to IQ tests. They can often be like Polls !! You had a mixed race American run for Republican nomination who is a brain surgeon !!! We have Black academics who studied at our top rated universities and who obtained Ph.D's from those universities and not from some obscure correspondence course. Unfortunately it does take time for Africans to move from a system that they and their parents grew up with, to one which we Caucasians are completely at home with. Plus the fact that they also have a language barrier, as their natural home tongue is not English, as is the case with the majority of Western Civilization. One of the main reasons why South Africa hasn't gone the way of so many states to the north is the large number of indigenous whites in this country. This white population came here as from 1652. This country is their home. They did not have anywhere else to go as did the English, or the Portuguese, or the Germans, or the Dutch when those colonialists went back home. The white Afrikaaners went North and settled there and overcame enormous obstacles in so doing, as did your early Americans who went west. The white boer farmers gave the "sophisticated" British military forces a good run for their money in the Boer Wars of the late 1800's. They virtually invented "guerrilla warfare" while the British invented the "concentration camp" when Kitchener undertook his "scorched earth" policy to defeat the Afrikaaner military. So there was no way that the ANC would ever have contemplated doing one of the "African moves" of kicking out the whites. They knew very well that that would be a lost cause, which was why the more intelligent of them decided to get together with the whites and hammer out a mutually acceptable Constitution which is one of the most highly regarded Constitutions in the Western World. And also why they created the "Truth and Reconciliation Commission" in order to put as much of the past death and destruction perpetrated by both sides behind them and the rest of the country. I don't believe many other Western Countries, that have gone through terrible and debilitating internal strife, have been prepared to do that .....
