RBOCs offering LD in their local territories appears to have both bad and good implications for WCII. It is a negative in that WCII would no longer have a "window of opportunity" to offer combined local plus LD to business customers, but it may also be a positive in that the RBOCs getting a foothold in LD will "force the hand" of the existing LD players, motivating them to negotiate immediate arrangements with WCII and other CLECs to offer local service.
