No, it was one study which only looked at a 35 year period. Looking only at this short period, they claim a contrast between cold winter days in the Eastern United States and warm winter days in the West. I'll bet you dollars to donuts if they'd looked at records before 1980, they probably wouldn't have come up with the conclusion they wanted.

Most people think of extreme weather as being something more than warm winter day here and cold winter day there.
