We're not even building for current weather conditions. Look at all the development along the coasts and near rivers. NOLA was a disaster waiting to happen long before the dikes failed after Katrina. We built Houston in a swamp. Built major housing developments in former sugarcane and rice fields ... land that was actually suited for that purpose but not for subdivisions. Almost all of southern Florida is former swampland. Florida has been hit by hurricanes ever since the current continental formation has existed, now we've got big cities all along the coast. After all, if it didn't have a flood or storm surge for the past few years, it must be safe to build our homes there.
