Since everyone else is gone today, I'll take a crack at this.

New lows are usually a place to stay away, except a very special type discussed on this thread relating to the period after a gap down and subsequent exhaustion. It doesn't look to me like this has had time for exhaustion(usually atleast 3 weeks). By then the volume will have died out and suddenly out of the blue, a new low on increased volume, ending off the low. That's when a new low may be a buy signal.
