I remember the testimony generally but he would not have used those words. Since it would require him to be a mind-reader and as head of FBI he knows he isn't a mind-reader. Maybe he said they found no evidence of that.

And Comey, again, reiterated this week that the decision to not pursue any charges - whatsoever - against Hillary in relation to her use of a private e-mail server was an easy one. It was "not even a close call". The GOP and their hatred echo machine has so deceived their base, that they have put up a candidate like Trump whose stock and trade is insults and conspiracy theory. But substance? His "plan" to deal with ISIL is to fire the lot of the generals who don't come up with a winning plan. There is another part as well. But the other part of his plan is just too secret to reveal as non-existent until after he loses the election.
