They cut down the number of stations and they engage in homogenizing via algorithms that are chosen to give the result they want. If a particular stations records something the algorithm is programmed to "think" is wrong it rejects it and substitutes an average of "nearby" stations. In the arctic those nearby stations can be 1200 km away.
