You already got a lot of answers to your question about wash sales. Just to make sure it's clear, it doesn't matter if you buy more shares first or sell the old shares first, but there has to be 30 days from the new buy and the sell to deduct the loss at the time of the sell. What happens, though is that the loss can be deducted eventually, whenever all the shares are sold, and the holding period is extended.

If you want the deduction now, you can sell first, wait 30 days to buy back. Or you can buy more shares first, waiting 30 days to sell. The time to sell is probably November, so you can buy back in December, when tax selling is at its peak, so the shares are more likely to be lower.
