In the beginning he tried his best to stifle oil production. Had to be a puppet to the greens. Then he opened up some areas for drilling. Then shut that down. All for show.

Yeah, his biggest achievement was his failure to raise gasoline prices. "We can't drill our way out of oil dependency," he said.

“Somehow,” Chu said, “we have to figure out how to boost the price of gasoline to the levels in Europe.”
