A volunteer might be considered part of a campaign. Especially if not brought to heel.

But there is no evidence that even a volunteer was involved in that rumor. All of the available evidence indicates it was a few supporters. Who most definitely cannot be considered part of the campaign. Considering that Hillary tried to shoot down that rumor in that timeframe, most certainly not.
