Hi Raptech, there's several suggestions here.

Windows Update won't download any updates

I would start with combining a couple of ideas.

First try deleting your old update downloads and then give your system up to 12 hours to configure the updates needed after you start Windows update again.

Rap, leave it powered on for a day or two. I did that with Win 10 and it eventually completed the updates.

Concerning downloading of Windows updates: I had the same problem. I wanted to download Windows updates for Windows 7 and every time I attempted to do this, the program started downloading Windows 10. Got up to over 80 updates waiting to be downloaded. When Windows 10 free download period was over, this "No downloading of and installation of updates" continued for a while, then suddenly the updates started downloading and installing a few at a time. After a couple of weeks, all security updates have been successfully downloaded and installed. I suspect that the Windows 10 push had something to do with the delay.

I have had that happen a couple of times in the past.

What I do to get around is to select only few of the critical updates at a time. Download and install those and then select a few more. Rinse and repeat.
