Yes. More importantly, it has been rising very quickly since 1900.

Not necessarily. Thermal expansion of the water is a contributor. Back in the 1970s, when I got my Marine Science degree, that was thought to be the source of the sea level rise since 1900.

That was before we could measure the melting of the ice caps.
