Really.

Is the EITC preying on the poor? Worse, it is the most abused provision in all of the Internal Revenue Code.

Signed into law by Ford. Expanded by Reagan. Who called it "“the best anti-poverty, the best pro-family, the best job creation measure to come out of Congress”. Which is the position taking by many, if not most, Republicans and thoughtful economists. Far better, consistently better, than horrible programs dreamed up by liberals.
