Seriously I got to think cities and burbs are where most cats are.. and cities and burbs are thanks to people no place for birds.. A nice place to start would be to ban lawns and encourage gardens.. It's called habitat. I have both dogs and cats.. My big cat is gone now and I notice it because the the raccoons are back ... the squirrels are back and the mice are back... We have a lot of birds in our yard as I ripped out all my front lawn and most of my back lawn in favour of gardens... We get about 3-5 dead birds a year hitting our living room window.. more are just stunned and recover. My little cat has trouble handling a cricket.. she's 18and is likely hawk food.. lots of those in Toronto also.. Dogs are too old to chase now.. one lame... 15 and litter mates..

I have a 3100sqft garden plot in a community garden. There are woods around and rabbits, squirrels.. mice and groundhogs.. as well as deer.. A feral cat and some foxes make the area home.. They keep the mice and squirrels in check.. Foxes may take a ground hog too.. The squirrels are pernicious little destroyers.. One bite out out of each friggin' fruit.. which in turn go moldy if not immediately pickable.... I don't mind the ground hogs ... they take one squash and eat the whole thing.. They don't wreck every single one.. I built a shelter for the cat with winter coming on .....

Oh and there are way too many friggin' deer too.. but we killed all the wolves.. and your dog and/or cat are easier pickings for the ever increasing coyote population..
