What reasonable purpose ( other than self enrichment ) can their possibly be that would allow
anyone while holding or running for an elected or appointed government position to
simultaneously operate a charitable foundation ??

Charity and other good works. Your question is just plain silly. Bill Clinton is on the board.

The Clintons stated the foundation will stop accepting foreign donations, Bill Clinton will step down from the board, and the Clinton Global Initiative annual gatherings would no longer take place if Hillary is elected president.

Only in the case of Trump's charity is there evidence it has served for the purpose of his personal enrichment through self-dealing and tax avoidance.
