I agree checking with the Apple store is best.

From what I've read you should still be able to use many of the iPhone features even if it doesn't have phone service and they can still even connect to wifi.

One example was where a parent gave their old iPhone to a child to use as an iPod.

I'll bet the camera also still works fine without phone service.
