I'm thinking it'll be taxed to the max at every level, so if the little guy wants to remain illegal and avoid the "revenue agents" (think prohibition) they'll be able to make a living. For a while. But... there will be little guys that become big guys, there always are.

I once grew some great weed in my backyard hydroponic shed/walled greenhouse. Now that I'm an apt. renter, not an owner, I've had to adapt. I started by buying one of these: aerogarden.com It came with six 'grow pods' with various herbs in them. As soon as they had sprouted, I pulled them out and planted some award winning, feminised, auto-flowering seed from these guys: seedsman.com I chose 'stealth' shipping, and the seeds arrived concealed in an aluminum card case. Within two months, forcing early flowing by manipulating the photoperiod, I had BUDS. I now have more great weed than I can smoke. I don't need anymore seeds, as I'm cloning the best plant now. All this happens in a small closet.
