All the NYT did was add 3 + 15. In 1995 there was a 3-year carryback and 15-year carryforward for NOLs. Part of the 2009 stimulus bill (signed by Obama) made the carryback 5 years to help companies get cash and back on their feet. That's part of the stimulus that helped the economy bottom out in early 2009. It didn't mean Trump (or anyone else using the carryback provision) was predicting that he not going to earn any money for the next 15 years. How some media got to "the better part of 20 years" is just a fabrication, rounding 18 up.
