The NSA, in particular, operates in this country too. Perhaps you missed the memo. Remember the phone tapping? And the other surveillance implemented under Smirk? But you have a point about the counterintelligence. Still, the FBI is not the only ones monitoring the Russian hacking. Far from it. And you are still ignoring the company that found the Russians were responsible for hacking the DNC. Understandable, because that doesn't fit your thesis.
