It comes from a fundamental lack of understanding of how government works. Like their fundamental lack of understanding of what the actual Constitution says. It comes from decades of the Republican leadership lying about them. So our government becomes a monarchy of sorts and the Constitution becomes a document commissioned by God. I guess he realized he really screwed up with the Articles of Confederation...
