Look, I'm just trying to answer the question you asked (which you could have done yourself). The ratio of the areas of the US and NZ is about 36, so scaling by area would give about 36000/year. If you are trying to argue that NZ is not doing it's share (by comparison with the US) you are on very shaky ground. But the quota level has nothing to do with me, anyway, it was set by our right-wing government.
