It goes to character. And psychology. Sociopaths are usually, if not always, narcissists. And that is the sort of things narcissists do when they think they can get away with it. This especially applies to those who they have power over. While it is hard to feel sympathy for him, look how Trump has treated Chris Christie. For Christie it has been a giant case of karmic payback. Regardless, Trump takes every opportunity to publicly humiliate Christie. Because Christie seems to think that Trump is key to his political future, Christie puts up with it.
