Plato advocated a totalitarian state run by philosopher kings who would control every aspect of government.

The individual doesn't matter in Plato's Republic.

The United States is a constitutional republic where the defining document protects first and foremost the citizen from the government.

The United States has superseded in every way Plato's Republic.

We don't know in the sense that we have rock-solid proof. But he was clearly highly educated and that is a rational assumption. Literacy is a pretty low hurdle, even at the time.
