No they didn't. What created ISIS was the trained military personnel from the Iraqi army. Without them, ISIS would have been yet another small militia operating in the area. In fact, before they got their hands on all of that military equipment, abandoned by the army we started training under Bush, ISIS/ISIL/AQ in Iraq was withering away. Their defeat of the Iraqi army made them superstars. And made them a danger.

I suppose you can blame Obama and Hillary that we didn't re-invade and re-occupy Iraq. That would have been a bold move, though.
