The Partnership for Peace agreement is not the same as NATO membership.

"8. NATO will consult with any active participant in the Partnership if that Partner perceives a direct threat to its territorial integrity, political independence, or security. "

If you are implying the agreement obligated the US to become involved militarily when Russia violated and annexed Ukrainian territory, you are mistaken.

Are you implying we should have gone to war with Russia over Ukraine, which was never a member of NATO? I think that is rather stupid at its face.
