The US is expected to follow its commitments about as much as any other country. It doesn't have a perfect record of doing so, not even an exceptional record, but it has a better record then Russia does, and unlike Russia it hasn't used force to annex territory since WWII, and hasn't done so for significant territory for even longer. I'm pretty sure the US hasn't seized territory from those that it made specific promises not to do so, since it seized native American Indian land in the 1800s.
