MAD policy may be in effect, but I doubt it will affect the Russians. We traded the nuclear fuel from most of our and their warheads. We used the old Soviet fuel to power electric power reactors as per the treaties. The Soviet's and later the Russians were to do the same with ours. I believe they were well watched under Reagan and Bush I, but I would not be surprised if the Clinton's looked the other way for a heavy fee. For all we know our old military grade bomb fuel could be sitting on the top of Russian missile's.
