Having written more than my share of audit and internal control reports, I didn't take offense at the language. I took it to mean that the money wasn't physically lost but that the expenditures weren't adequately supported by the required documentation. It isn't like someone walked out with 6 billion in cash. I don't think anyone would take it that way, but maybe they would. If you were writing it technically, there is other language you would use. But if you were trying to describe it in the language of a debate setting you would have to get it said in half a sentence. I don't think that is a big deal. The money wasn't properly accounted for. If you're trying to defend Hillary's incessant lying I don't think you're getting the job done.
