Pretty much. It is the same problem that Russia has now. It has a GDP somewhere around that of the state of Texas, depending on the exchange rate. It is one thing for it take take on Ukraine or Georgia, it is quite another to contemplate the EU or the US, much less NATO. Sure it has nukes, but so does NATO. That might stave off an invasion, but that is about it. For Russia to start a war would be suicide. And Putin knows it. Syria has got to be a major strain for it. Especially after this length of time.
