I check out Alcatel's website every week or so b/c they're upgrading their information all the time. Looks as though they've considered the condition of the installed plant:

The maximum physical bit rate is automatically determined during initialisation of the ANT (with a predetermined margin and within constraints on transmit power spectral density). The service management system then sets the line rate to the correct value, depending on the customer service profile, thus maximising the noise margin and/or minimising the transmit power. This permits the offering of different grades of service, for example offering the highest bit rates at a premium or ensuring a guaranteed bit rate. Bit rates can be selected linearly, up to the maximum physically possible. Bit rates can differ for each individual user.

The combined use of DMT and ATM allows the system to initialise and operate at very low bit rates, for example for degraded lines or errouneous cable plants. Because of the inherent robustness, the system will initialise under very harsh conditions and report to the network management system. The operator can then download the ADSL parameters, and take appropriate measures. These features support the installation of the ANT by the subscriber himself, an important element in the overall operations cost. >>>
