Amazing charity, the Clinton Foundation. World renown, "A" rated. Since donations there benefit not the Clintons but almost exclusively third world disease sufferers, the "pay" part is rather dubious. And as you have not named any action our state department took to help those who were benefactors of the Clinton Foundation, the "play" part is rather dubious. I'm sure it makes a great sound bite, but everyone knows this is just the trash talk of partisan losers.
