To be fair, only the US has catapult systems. Most of the others use a 'ski jump' which has the characteristics you note.
The Brits invented the catapult system, the angled flight deck, and the ramped deck. But they have no nuke powered carriers..... the French have the only nuke powered carrier (the Charles deGaulle) outside the US, it has steam catapults...

The Brits have just launched a QE class carrier that can carry 36 F35's, it is not a nuke....it does not have a catapult system, uses ramp instead...strange....
