I agree ccryder---I believe using the Russians helps promote G* there, especially in its use as cellular fill-in, a key point in Russia where cellular coverage is spotty. Loral has the benefit of using SS/L built satellites as bargaining chips too. A few GEOs launched by the Chinese Long March helps "grease the wheels" there also. Bernie is a schmoozing king!
One other point is that the Delta rocket will launch the first satellites into orbit at 1200 km, compared to 900 km for the other launches. That means less fuel will be used to get to final orbit, and there will be extra fuel for testing, manuevers, etc. That may be part of the reason they used the Delta rocket for first and second launch.
