That wouldn't be all bad. At least then we could move forward with a project Orion and NERVA-style space tugs. Project Timberwolf resulted in huge advancements over NERVA.

Of course, we will have to colonize the Moon and Mars and maybe build some orbital colonies because technological societies on Earth would become a lot less likely in the long term.
