you should recheck your quotes so you do not misquote. If it is > the 70F most of the time that mean that there are more than 250 parts per 10,000 most of the time. And I would suggest that being less than 45F is very very rare. We are speaking of dew point temperature. At 45F there are 100 parts of h20 per 10,000.

The only place where CO2 and H20 would come to similar numbers is in the upper Troposphere were the models predicted a warm spot that no one can find. The simple explanation of no warm spot caused by CO2 is the there are no C02 sensitive wave number photons.
