How is 59.5 years defined? Is it down to the day. For example, I am 58 will be 59 on June 10. Does this mean that on Dec 10 I would be exempt from the excise tax? Do I have to wait until then or does the fact that I am 59.5 when I file 1998 taxes meet the requirement. On a global basis. Feds will take in a lot (perhaps more than they bargained for) of tax revenues the next four years because of this. How will this impact the markets and which will be the winners and losers?
